: " لَقَدْ هَمَمْتُ أَنْ أَبْعَثَ رَجُلًا إِلَى هَذِهِ الْأَمْصَارِ ، فَيَنْظُرُ كُلُّ مَا كَانَ لَهُ جِدَةٌ ، وَلَمْ يَحُجَّ ، فَيَضْرِبُوا عَلَيْهِمْ الْجِزْيَةَ مَا هُمْ بِمُسْلِمِينَ ، مَا هُمْ بِمُسْلِمِينَ " .
