حَدَّثَنَا عَبْدُ الرَّحِيمِ ، عَنْ أَشْعَثَ ، عَنِ الشَّعْبِيِّ ، وَالْحَكَمِ ، عَنْ إِبْرَاهِيمَ ، قَالَ : " إِنَّ أَوَّلَ مَنْ فَرَضَ الْعَطَاءَ عُمَرُ بْنُ الْخَطَّابِ ، وَفَرَضَ فِيهِ الدِّيَةَ كَامِلَةً " .
