: مَا رَأَيْتُ أَحَدًا أَكْثَرَ مُشَاوَرَةً لِأَصْحَابِهِ مِنْ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ , وَقَالَ اللَّهُ عَزَّ وَجَلَّ : وَأَمْرُهُمْ شُورَى بَيْنَهُمْ سورة الشورى آية 38 . .
