لأَصْحَابِ الشُّورَى : " تَشَاوَرُوا فِي أَمْرِكُمْ ، فَإِنْ كَانَ اثْنَانِ وَاثْنَانِ ، فَارْجِعُوا فِي الشُّورَى ، وَإِنْ كَانَ أَرْبَعَةٌ وَاثْنَانِ فَخُذُوا صِنْفَ الأَكْثَرِ " .
